Purposeful infection of healthy volunteers with a microbial pathogen seems at odds with acceptable ethical standards, but is an important contemporary research avenue used to study infectious diseases and their treatments. Generally termed ‘controlled human infection studies’, this research is particularly useful for fast tracking the development of candidate vaccines and may provide unique insight into disease pathogenesis otherwise unavailable. However, scarce bioethical literature is currently available to assist researchers and research ethics committees in negotiating the distinct issues raised by (...) research involving purposefully infecting healthy volunteers. In this article, we present two separate challenge studies and highlight the ethical issues of human challenge studies as seen through a well-constructed framework. Beyond the same stringent ethical standards seen in other areas of medical research, we conclude that human challenge studies should also include: independent expert reviews, including systematic reviews; a publicly available rationale for the research; implementation of measures to protect the public from spread of infection beyond the research setting; and a new system for compensation for harm. We hope these additions may encourage safer and more ethical research practice and help to safeguard public confidence in this vital research alternative in years to come. (shrink)

RESUMEN En este artículo se presenta una reflexión crítica de la propuesta ética liberal de Charles Taylor y su viabilidad en el contexto político de las sociedades liberales actuales. Una conformación social y política liberal se entiende como aquella donde se promueven y se defiende mayores libertades en esquemas de derechos individuales junto con la exigencia del respeto a esas garantías individuales. Sin embargo, el contexto político liberal, siendo el más idóneo en las sociedades actuales, presenta varios problemas éticos (...) que Taylor ya ha identificado como malestares de la modernidad, tales como el exceso de individualismo, la primacía de la razón instrumental y la fragmentación y polarización de la sociedad. Ante estos retos y conflictos que surgen por el propio liberalismo, la ética de Taylor es una alternativa posible para comprenderlos y gestionarlos desde un civismo ético y la promoción de metas comunes. ABSTRACT This article presents a critical reflection on the liberal ethical proposal of Charles Taylor and its viability in the political context of current liberal societies. A liberal social and political configuration is understood as one in which greater liberties are promoted and defended in individual rights schemes together with the requirement of respect for those individual guarantees. However, the liberal political context although the most suitable in current societies, presents several ethical problems that Taylor has already identified as the malaise of modernity: excess of individualism, primacy of instrumental reason and fragmentation and polarization of the society. Faced with these challenges and conflicts arising from the liberalism itself, Taylor's ethics is a possible alternative to understand and manage them from an ethical civility and the promotion of common goals. This collection features five essays from noted theologians, philosophers, geneticists, and biologists who discuss the sweeping impact of Charles Darwin's _On the Origin of Species_ on their respective fields. This volume, edited by Ralph Buchsbaum, professor of biology at the University of Pittsburgh, was published to celebrate the centenary of Darwin's announcement in 1858, along with Alfred Russel Wallace, of their independent discovery of the process of natural selection. Darwin's book was published one year later.

During the set-up phase of an international study of genetic influences on outcomes from sepsis, we aimed to characterise potential differences in ethics approval processes and outcomes in participating European countries. Between 2005 and 2007 of the FP6-funded international Genetics Of Sepsis and Septic Shock project, we asked national coordinators to complete a structured survey of research ethic committee approval structures and processes in their countries, and linked these data to outcomes. Survey findings were reconfirmed or modified in 2017. Eighteen (...) countries participated in the study, recruiting 2257 patients from 160 ICUs. National practices differed widely in terms of composition of RECs, procedures and duration of the ethics approval process. Eight countries used a single centralised process for approval, seven required approval by an ethics committee in each participating hospital, and three required both. Outcomes of the application process differed widely between countries because of differences in national legislation, and differed within countries because of interpretation of the ethics of conducting research in patients lacking capacity. The RECs in four countries had no lay representation. The median time from submission to final decision was 1.5 months; in nine approval was received within 1 month; six took over 6 months, and in one 24 months; had all countries been able to match the most efficient approvals processes, an additional 74 months of country or institution-level recruitment would have been available. In three countries, rejection of the application by some local RECs resulted in loss of centres; and one country rejected the application outright. The potential benefits of the single application portal offered by the European Clinical Trials Regulation will not be realised without harmonisation of research ethics committee practices as well as national legislation. Shmuel Nili’s Philosophizing The Indefensible – Strategic Political Theory represents a sophisticated response to the widespread support of political positions that seem unreasonable from the perspective of liberal political morality. Nili takes seriously extreme right-wing, pro-life, pro-business, and climate change-sceptic positions that other liberal theorists seem to prefer sweeping under the carpet when turning towards yet another puzzle of liberalism. This is a refreshing move, which Nili pursues masterfully through the critical analysis of such seemingly indefensible positions in painstaking detail. (...) That said, readers who are intrigued by the political philosophical methods of Charles Larmore and the late John Rawls, who accept the fact of reasonable moral disagreement and focus primarily on the question of political legitimacy, may sometimes find that Nili’s argumentations are somewhat moralistic. Autonomy is a vital principle in medical law and ethics. It occupies a prominent place in all medico-legal and ethical debate. But there is a dangerous presumption that it should have the only vote, or at least the casting vote. This book is an assault on that presumption, and an audit of autonomy's extraordinary status. I find certain passages in Julian Hartt's review of my Logic of Perfection obscure or misleading and I suggest the following efforts at clarification. I am not attempting to assess blame for any misunderstandings. This is largely a fruitless undertaking. Perhaps I wrote badly. Or perhaps it is impossible to write well for every type of reader, philosophical and theological.

Georg Simon Ohm's work in the field of electricity led to what is now considered to be the most fundamental law of electrical circuits, Ohm's Law. Much less known is that only months earlier, Ohm had published another law—one that differed significantly from the now accepted one. The latter entailed a logarithmic relation between the length of the conductor and a parameter that Ohm called “loss of force.” This paper discusses how Ohm came up with an initial law that he (...) felt compelled to correct a few months later. We analyze Ohm's publication as well as his laboratory notes, relating them to our own laboratory experiences while using the replication method to study his work. We also discuss the conceptual background of Ohm's work. We conclude that he was significantly influenced by French studies in the field of electricity, most notably the ones by Charles Augustin Coulomb. (shrink)

In this paper I criticize the most significant recent examples of the practical knowledge analysis of knowledge-how in the philosophical literature: David Carr [1979, Mind, 88, 394–409; 1981a, American Philosophical Quarterly, 18, 53–61; 1981b, Journal of Philosophy of Education, 15(1), 87–96] and Stanley & Williamson [2001, Journal of Philosophy, 98(8), 411–444]. I stress the importance of know-how in our contemporary understanding of the mind, and offer the beginnings of a treatment of know-how capable of providing insight in to the use (...) of know-how in contemporary cognitive science. Specifically, I claim that Carr’s necessary conditions for know-how fail to capture the distinction he himself draws between ability and knowing-how. Moreover, Carr ties knowing-how to conscious intent, and to an explicit knowledge of procedural rules. I argue that both moves are mistakes, which together render Carr’s theory an inadequate account both of common ascriptions of knowledge-how and of widely accepted ascriptions of knowledge-how within explanations in cognitive science. Finally, I note that Carr’s conditions fail to capture intuitions (heshares) regarding the ascription of know-how to persons lacking ability. I then consider the position advocated by Stanley & Williamson (2001), which seems avoid Carr’s commitments to conscious intent and explicit knowledge while still maintaining that “knowledge-how is simply a species of knowledge-that" (Stanley & Williamson, 2001, p. 411). I argue that Stanley and Williamson’s attempt to frame a reductionist view that avoids consciously occurrent beliefs during exercises of knowledge-how and explicit knowledge of procedural rules is both empirically implausible and explanatorily vacuous. In criticizing these theories I challenge the presuppositions of the most pervasive response to Ryle in the philosophic literature, what might be described as “the received view." I also establish several facts about knowing-how. First, neither conscious intent nor explicit representation (much less conscious representation) of procedural rules are necessary for knowing-how given the theory of cognition current in cognitive science. I argue that the discussed analyses fail to capture the necessary conditions for knowledge-how because know-how requires the instantiation of an ability and of the capacities necessary for exploiting an ability—not conscious awareness of purpose or explicit knowledge of rules. Second, one must understand knowledge-how as task-specific, i.e., as presupposing certain underlying conditions. Conceiving of know-how as task-specific allows one to understand ascriptions of know-how in the absence of ability as counterfactual ascriptions based upon underlying competence. (shrink)

Omar Rivera’s Delimitations of Latin American Philosophy: Beyond Redemption is an important contribution to the interpretation of central figures and questions of the Latin American philosophical tradition, particularly Peruvian Marxist José Carlos Mariátegui and questions of identity and liberation. Rivera establishes productive dialogues between foundational figures such as Simón Bolívar, José Martí, and Mariátegui and decolonial thinkers like María Lugones, Aníbal Quijano, and Gloria Anzaldúa to posit delimitations of Latin American philosophy that might allow it to move beyond redemptive logics (...) that essentialize identities and reinscribe oppressions in narratives of liberation. Charles Trinkaus can be counted among the eminent intellectual and cultural historians of the Renaissance. This new collection of his articles brings together pieces published since 1982. The studies are concerned with Italian Renaissance humanists and philosophers who tended to affirm human capacities to shape earthly existence, despite the traditional limitations proposed by some scholastics and astrologers. Professor Trinkaus holds that, without abandoning their Christian faith, or their acceptance of physical influences from the cosmos, these writers, in their stress (...) on human capacities, were responding to the vigorous activism of their contemporaries in all aspects of their existence. This Element is a philosophical history of Social Darwinism. It begins by discussing the meaning of the term, moving then to its origins, paying particular attention to whether it is Charles Darwin or Herbert Spencer who is the true father of the idea. It gives an exposition of early thinking on the subject, covering Darwin and Spencer themselves and then on to Social Darwinism as found in American thought, with special emphasis on Andrew Carnegie, and Germany with special emphasis (...) on Friedrich von Bernhardi. Attention is also paid to outliers, notably the Englishman Alfred Russel Wallace, the Russian Peter Kropotkin, and the German Friedrich Nietzsche. From here we move into the twentieth century looking at Adolf Hitler - hardly a regular Social Darwinian given he did not believe in evolution - and in the Anglophone world, Julian Huxley and Edward O. Science and technology influence international affairs by many different mechanisms. Both create new issues, risks and uncertainties. Advances in science alert the international community to new issues and risks. New technological capabilities transform war, diplomacy, commerce, intelligence, and investment. This paper identifies six basic patterns by which advances in science and technology influence international relations: as a juggernaut or escaped genie with rapid and wide-ranging ramifications for the international system; as a game-changer and a conveyer of advantage and disadvantage to (...) different actors in the international system; as a source of risks, issues and problems that must be addressed and managed by the international community; as key dimensions or enablers of international macro phenomena; as instruments of foreign policy or sources of technical information for the management of an ongoing international regime; as the subject of projects and institutions whose planning, design, implementation and management provide grist for the mill of international relations and diplomacy. The interest of F. Macfarlane Burnet in host–parasite interactions grew through the 1920s and 1930s, culminating in his book, Biological Aspects of Infectious Disease, often regarded as the founding text of disease ecology. Our knowledge of the influences on Burnet’s ecological thinking is still incomplete. Burnet later attributed much of his conceptual development to his reading of British theoretical biology, especially the work of Julian Huxley and Charles Elton, and regretted he did not study Theobald Smith’s Parasitism and (...) Disease until after he had formulated his ideas. Scholars also have adduced Burnet’s fascination with natural history and the clinical and public health demands on his research effort, among other influences. I want to consider here additional contributions to Burnet’s ecological thinking, focusing on his intellectual milieu, placing his research in a settler society with exceptional expertise in environmental studies and pest management. In part, an ‘‘ecological turn’’ in Australian science in the 1930s, derived to a degree from British colonial scientific investments, shaped Burnet’s conceptual development. This raises the question of whether we might characterize, in postcolonial fashion, disease ecology, and other studies of parasitism, as successful settler colonial or dominion science. (shrink)
